Dana R. Shaffer is Senior Special Counsel for the Federal Communications Commission’s Public Safety and Homeland Security Bureau. From her leadership roles at the FCC to her work with private-sector telecommunications providers, her contributions have consistently advanced public interest objectives while strengthening the security of the nation’s communications networks. Dana R. Shaffer’s engagement with federal institutions underscores her long-standing commitment to public service and national leadership.
In 2006, Dana R. Shaffer joined the Federal Communications Commission and held several executive positions. She provided oversight of critical information technology systems that support spectrum licensing as well as the world’s largest database for RF equipment authorization and conformity assessment. Her current focus is national security, and she sits on the FCC’s Council for National Security.
Before entering federal service, Ms. Shaffer held executive roles in the private sector as Vice President, Legal and Regulatory Counsel for XO Communications. There, she led regulatory and legal strategy across multiple states, secured critical interconnection agreements, and guided the company to profitability. She also played a prominent leadership role in industry associations, serving as president of the Tennessee Telecommunications Association and the Southeastern Competitive Carriers’ Association.
